The film was a long time in the making. Director Devashish Makhija started writing the film in 2011 and completed it in 2015. Manoj Bajpayee agreed to play the film's titular role of a retired police constable and also came on board as a producer. Makhija approached a few other producers to finance the film but none came through - the film's bleak subject and unconventional protagonist didn't inspire confidence in them. Bajpayee then suggested to Makhija that they collaborate on a short film to prove that they could make the film's titular character work. The result was an 11-minute film called "Taandav" (2016) in which Bajpayee played a constable very similar to his character in the feature film. The experiment worked. The film was selected for NFDC's Film Bazaar in 2016 and went on floors in 2017. It was completed in 2018 and premiered at the Busan International Film Festival in October 2018. After being screened in various other film festivals around the world, the film was released in India on the Sony LIV streaming platform in June 2020.
